UMI and ISO Sign Strategic Partnership to Strengthen Capacity Building, Research & Consultancy for National Development.

Uganda Management Institute (UMI) and the Internal Security Organisation (ISO) have signed a Memorandum of Understanding (MoU) aimed at deepening institutional collaboration in the areas of capacity building, research, staff exchange, consultancy and strategic advisory services. The partnership reflects a shared commitment to strengthening leadership, governance and institutional effectiveness in support of Uganda’s national development and security agenda.

Under the agreement, UMI will leverage its mandate as Uganda’s premier centre for management training, research and consultancy to support ISO in human capital development and institutional strengthening initiatives, including support towards the establishment and growth of the Institute of Security and Strategic Studies-U (ISSS-U). Speaking on the collaboration, the parties emphasized the importance of building sustainable institutional capacity through practical, research-driven and professional development programmes tailored to emerging national priorities.

The MoU outlines several key areas of cooperation, including staff capacity building through short and long-term training programmes, joint research initiatives, staff exchange opportunities, consultancy services and technical advisory support. The partnership will also enhance collaboration in specialized areas where each institution possesses unique expertise.

Established under the Security Organisations Act, Cap 327, ISO is mandated to provide intelligence on internal security threats to inform national security policy and operations. The organisation plays a critical role in safeguarding Uganda’s internal stability and supporting informed decision-making on matters of national security.

UMI, on the other hand, is mandated to provide management training, research and consultancy services aimed at strengthening institutional and managerial capacity across the public, private and civil society sectors. Guided by its mission “to excel in developing science-led practical and sustainable administration, leadership and management capacity,” UMI continues to play a central role in professional development and public sector transformation in Uganda and the wider region.

The collaboration builds on experience with sister security Institutions that the UMI has MoUs with including; Uganda Police Force, Uganda Prisons Service and Uganda People’s Defense Force. This further demonstrates both institutions’ commitment to quality, professionalism and continuous improvement in service delivery, values that align with internationally recognized standards promoted by the Uganda National Bureau of Standards through the adoption and implementation of ISO standards in organizational management systems, institutional governance and operational excellence.

The MoU will remain in force for a period of five years, with opportunities for renewal upon mutual agreement by both parties. The agreement was signed by Mr. Arthur Mugyenyi, Director General of ISO, and Prof. James L. Nkata, Director General of UMI, in Kampala.
