The general objective of the GEB training is to strengthen capacity of government technical staff in gender and equity budgeting so as to shift from the traditional technical approach of non-consideration of gender and equity issues while preparing respective sector budgets. The approach in Uganda is to have gender responsive budgets where issues are addressed through both “universal programmes” as well as specific targeted interventions. While Uganda has made some positive strides in implementing gender and equity budgeting, there is a lot of room for improvement especially at the LGs. This would entail a number of interventions including enhancing capacity in the area of Gender Equity Budgeting among budgeting officers at all levels of governments.

To effectively undertake this assignment, a professional and highly consultative and open communication approach between UMI and the learners is used. The training is characterized by a high degree of professionalism, flexibility, timely reporting and regularity in communication with the intended clients. UMI utilizes an approach that is geared towards making the training relevant in the Capacity development which entails a broader system of efforts directed towards improving processes and performance as well as the results of those processes in terms of improved capacities of individuals to deliver on outcomes. The courses is delivered in competence-based delivery approach making it very practical and engaging the learner to real life situations related to the theoretical knowledge and occasional appearance of seasoned experts drawn from different Local Governments: Districts, Municipal Councils and Cities who have held positions with proven experience in the training areas under consideration in the LG/ Municipal settings. The training methods include but not limited to PowerPoint presentations, discussion groups, case studies, etc.

Environmental Mainstreaming occurs when conservation and the sustainable use of environment and natural resources is integrated into different levels of government, institutional or establishment legislations, policies, plans and programmes and relevant actions are taken at the national, sectoral, local and community levels to support their implementation. This implies that environmental mainstreaming, performance assessment for local government requires to include environmental indicators, which would translate into budget allocations for planning and interventions in environmental sector at municipal level.
Therefore, the Municipal Councils as the institutions mandated to ensure sustainable development through efficient and equitable provision of services to the community have a central role to play in conserving environmental nature and concerns must be fully mainstreamed into the policies, plans and programmes of the Local Government.
In the Local Government, the majority of the District Development Plans have budgets that are targeting implementation of Environment and Natural Resources (ENR) based enterprises. A strategic plan for mainstreaming environment in Local Government planning exists and funds are allocated for associated activities in the budget.
Despite all these funds put in play staff under the Local Government and Municipal Councils have inadequate environmental mainstreaming and climate change management knowledge. It has been observed that most of the staff are not performing as expected in environmental conservation as they are faced with challenges in setting environmental and sustainability targets, need to understand the current impact and performance of the environment. This means measuring and tracking your carbon footprint, energy consumption, waste generation, water usage, and other relevant indicators is difficult.
To address the challenges above, Uganda Management Institute, has designed a tailored course purposely customized for members of Municipal Council provide capacity building programmes in the area of environmental mainstreaming and climate change to enable the use of the environment in a sustainable manner that allows the future generation to enjoy too.
The target group for this training is all members of the Local Government at the level of Municipal Councils.
