
Public Finance Management for Non Finance Managers in Local Governments
Objective of the Training
UMI understands that sound financial management is vital for the success of any organisation. This ten-day course aims at assisting non-finance managers to contribute more effectively to the success of their Local Governments (LGs) through greater understanding of the fundamentals of how money works in their undertakings.
Target Audience
The course targets officials who are involved in both budget formulation, execution as well as preparation of and interpreting financial reports with Local Governments. These may include but not limited to;

Heads of Departments in Local Governments.

Other officers involved in finance at the LGs
Approach
To effectively undertake this assignment, a professional and highly consultative and open communication approach between UMI and the learners is used. The training is characterized by a high degree of professionalism, flexibility, timely reporting and regularity in communication with the intended clients. UMI utilizes an approach that is geared towards making the training relevant in the Capacity development which entails a broader system of efforts directed towards improving processes and performance as well as the results of those processes in terms of improved capacities of individuals to deliver on outcomes. The courses is delivered in competence-based delivery approach making it very practical and engaging the learner to real life situations related to the theoretical knowledge and occasional appearance of seasoned gender and budgeting experts drawn from different arena with proven experience in the training areas under consideration in the LG settings. The training methods include but not limited to PowerPoint presentations, discussion groups, case studies, etc.
Specifically UMI;
- Develops Training materials in line with the agreed areas, covering key skill gaps identified
- Delivers the training to the selected participants
- Issues participants with certificates of completion
Content of the Training
To achieve the above objective, UMI has a customised Course Content as below;

Management and Enhancement of Local Revenue in Local Governments.

Accountability for Public Funds in Local Governments.

Management of the Accounting Cycle including Budgeting, Revenue Collection, Accounting, Reporting and Monitoring.

Understanding the Importance of and Interpretation of Financial Statements.

Appreciation, Planning and Management of Cash Flows.
-
Management of Internal Control Systems in a Local Government.
-
Understanding of Key Reports from PFM Systems including IFMS and PBS.
-
The Current PFM Reforms in Uganda as they apply to Local Governments.
-
Procurement and Contract management in Local Governments.
-
The Management of the Audit Process in Local Governments.
Learning Outcomes
It is believed that upon completion of the training, participants will be able to:
- Internalize the key basic elements of financial management and reporting and management, cost analysis and control and accountability
- Develop skills in basic financial planning, budgeting and management with emphasis on commitment control.
- Apply measures and procedures normally used to prevent fraud and misappropriation of money in the respective LGs
- Describe the interrelationship between the financial information system and the total management information system in the respective LGs
- Prepare accountability reports for resources under their responsibility
Duration and Venue
The training is conducted at Venues that are agreed upon by the parties. The training takes a total of 10 days for each group (of at least 25 pax) from 8:30am to 4:30 pm. While the venue can be determined by the parties, we encourage you to consider exploring use of the UMI centres in Kampala, Mbale, Mbarara and Gulu.
Tuition
Each participant will pay Ugx. 1,140,000/= (One million one hundred forty thousand shillings only) a cost which includes the 10-day meals and refreshments (2 break teas with snacks, 2 drinking waters and 1 lunch buffet), training venue (only at UMI premises), stationary, end of training report and a certificate. Should the venue be 20kms outside of Kampala City, UMI will charge additional costs for facilitating per diems and transport for the facilitators. For residential trainings, an additional Ugx. 1,040,000/= (One million forty thousand shillings only) is to be paid to cater for a full board arrangement per person including accommodation (bed, breakfast and dinner for 13 nights).

Gender and Equity Budgeting Training in Local Governments
Objective of the Training
The general objective of the GEB training is to strengthen capacity of government technical staff in gender and equity budgeting so as to shift from the traditional technical approach of non-consideration of gender and equity issues while preparing respective sector budgets. The approach in Uganda is to have gender responsive budgets where issues are addressed through both “universal programmes” as well as specific targeted interventions. While Uganda has made some positive strides in implementing gender and equity budgeting, there is a lot of room for improvement especially at the LGs. This would entail a number of interventions including enhancing capacity in the area of Gender Equity Budgeting among budgeting officers at all levels of governments.

Revenue Mobilization and Management Training in Local Governments
Introduction
UMI understands that sound mobilization of resources is vital for the success of any organisation. This ten-day course is designed to improve the professional and practical knowledge on local government revenue mobilization and management .
Course Objectives
The general objective of the training aims at assisting local government officials to contribute more effectively to the success of their Local Governments (LGs) through greater understanding of the fundamentals of mobilisation, administration, management and accountability for local revenue. Specifically, the course will enable participants to:
- Demonstrate understanding of the key basic elements of local revenue administration, planning, mobilization, and accountability.
- Develop and apply skills in local revenue administration, planning, mobilization, and accountability.
- Apply measures and procedures normally used in local revenue administration, planning, mobilization, and accountability in the respective LGs.
Target Audience
The course targets officials who are involved in identifying, administering, mobilizing and management of local revenue in Local Governments. These may include but not limited to;

Finance Officers/Heads of Finance.

Other Officers involved in Revenue Mobilisation and Management at the LGs
Methodology
To effectively undertake this assignment, a professional and highly consultative and open communication approach between UMI and the learners is used. The training is characterized by a high degree of professionalism, flexibility, timely reporting and regularity in communication with the intended clients. UMI utilizes an approach that is geared towards making the training relevant in the Capacity development which entails a broader system of efforts directed towards improving processes and performance as well as the results of those processes in terms of improved capacities of individuals to deliver on outcomes. The courses is delivered in competence-based delivery approach making it very practical and engaging the learner to real life situations related to the theoretical knowledge and occasional appearance of seasoned experts drawn from different Local Governments: Districts, Municipal Councils and Cities who have held positions with proven experience in the training areas under consideration in the LG/ Municipal settings. - Case studies on how to use IT Systems to leverage Revenue mobilization, Collection and Management.

- Revenue Coding in the GOU Chart of Accounts
