Dr. Oluka is a lecturer and Head, Department of Economics and Managerial Sciences, School of Management Sciences at Uganda Management Institute. She is an international consultant and trainer with over 1 years of experience of consulting, training, and researching in public procurement, supply chain management, operations management and corporate governance. She have led procurement review/audit sub teams in Uganda, Malawi and Tanzania. She was a sub team leader in Sierra Leon, with the aim of mapping the medicine supply chain so as to improve service delivery. She has worked under a number of consulting firms including, IPA-PERK, AH Consulting, Belgium Technical Cooperation, IPA Africa Ltd and AMPROC.
She was a chairperson, Contracts Committee at Uganda Management Institute for 6 years. She has also been engaged by UMI as lead consultant for International supply chain management trainings for projects funded by the DANIDA and African Development Bank (ADB). She has presented at both International Public Procurement Conferences (IPPC) and local conferences and published several research articles in public procurement. She has also supervised over 100 Masters students over a period of 12 years. Oluka has researched and published in the areas of women empowerment in public procurement and food security as a supply chain problem in Uganda. Oluka is also a curriculum developer, She designed and developed & reviewed the MBA curriculum; NGOM; SCM and the ongoing Msc. Digital Logistics & Entrepreneurship.

- In 2022, Oluka won a research grant funded by the African Observatory on Responsible Artificial Intelligence (the African Observatory), and and Research ICT Africa (RIA) as signed on 16 May 2022. A report is being finalized at the end of March 2023.
- In 2021, she won a research grant from the Human Sciences Research Council (HSRC) and Facebook research. The collaborative project was aimed at supporting interdisciplinary independent academic research across Africa in the field of Artificial Intelligence (AI), ethics and human rights.
- In November 2020, together with one of her former supervisor (Prof. Mkansi of the University of South Africa), developed a supply chain coordination software. The app is entitled “A mobile application supply chain coordination software for artemisinin-based combination therapies drugs (ACTs)”. The duo won a first prize sponsored by the Gauteng Accelerator Program (GAP) and Emory University and hosted by the Innovation Hub, a subsidiary of the Gauteng Growth and Development Agency. The innovation was among several hundred in the Biosciences category. She is an international consultant and trainer with over 14 years of experience in consulting, training, and researching in public procurement, supply chain management, operations management, and corporate governance, Entrepreneurship (using the business canvas). The APP will soon be validated in four hospitals in Uganda.
- She also won a research grant from Uganda Management Institute to investigate This study aim was to empirically examine how public procurement could contribute to women empowerment by boosting the competitiveness of women-owned businesses (WOBs) in Uganda. The research resulted in a paper entitled: Public procurement and competitiveness of women-owned businesses: a structural equation model (SEM) for gender-responsive procurement in Uganda.
