Introduction
The School is being introduced at the time when Uganda is focusing on development instead of reconstruction and rehabilitation.  The development dimension of the country’s strategic focus requires a civil service that promotes instead of directing actions of effective service delivery, democratic leadership and governance, and engagement of both the public and private sectors in development decisions and actions.  Thus promoting state accountability to its citizens and international community.

The School of Civil Service, Public Administration and Governance  is intended to facilitate this new process through the provision of education, training, and development of the kind of civil service, leadership and governance that can contribute positively to national development.

Mandate
To Undertake research, consultancies, design and conduct wide range of world-class training programmes that enhance knowledge; skills, competencies and reinforce core values of Public Service.

Objectives:
  • Design and conduct a wide range of world-class training programmes that enhance knowledge; skills, competencies and reinforce the core values of the Ugandan Public Service.
  • Research into ways to enhance the systems, competencies and outputs of Uganda’s Public Services.
  • Provide consultancy services to the Public Service on a demand driven basis.
  • To generate and share knowledge for improved decision-making and public policy management.
  • Enhance capacity of the School to contribute to UMI’s sustainability.
