Procurement Management For Effective Local Governments Operations

RATIONALE:
Decentralization and local governance are key government policies of delivery services to the lower levels. The policy has
transferred the responsibility of delivering and administering services a broad range of services, across many sectors to
local governments. Effective procurement of goods, services and works is essential in the relation of the policy objectives
of decentralization given the amount of resources invested in the procurement function. This course aims at improving
provision of procurement services in local governments.

TARGET GROUP:
Administration Managers/Officers, Local Government technical and political staff, and contractors.

OBJECTIVES:
By the end of the course, participants will be able to:
Describe the LGs procurement legal framework
Relate effective procurement process, management and plan good governance, and effective local service delivery
Explain the methods and processes of procurement in a local government environment
Design effective sound specification, drawing bills of quantities and terms of reference
Carry out pre-qualification and short listing
Relate the key procurement functions with other local government units
Formulate an ethical code of conduct for local government personnel linked to procurement
Evaluate bids, award contracts and prepare contract agreements/LPO
Carry out contract supervision, evaluation, monitoring and follow up

COURSE CONTENT:
Procurement legal framework and principles of an effective local government procurement operation
Effective procurement management, good governance, poverty reduction strategies and efforts of the central
government and effective local service delivery
Procurement process and plans in local governments
Methods of procurement applicable in a local government environment
Specification, bills of quantities and terms of reference
Pre-qualification, short listing; and negation
Procurement functions and the roles of various parties in LG procurement
Ethical code of conduct for local government personnel linked to procurement
The tendering process
Bids, contracts and preparation of contract agreements/LPO
Procurements of small value, below the threshold works
Contract supervision, evaluation, monitoring and follow up.

TRAINING METHODS:
Presentations, discussion groups, case studies, and simulation shall be used in the delivery of the workshop materials.
